Consent by purpose
Email, WhatsApp, SMS, events, surveys, and location precision remain separate, withdrawable choices.
Identity locked
National-ID photography, OCR, number, portrait, and biometrics remain absent until their separate gate is signed.
Aggregate analysis
No individual score for support, persuasion, vulnerability, turnout, or voting probability.
Least-privilege access
A title, technical account, or hidden menu grants no right; every sensitive read must be authorized server-side.
Human decision
Sensitive imports, results, communications, recommendations, exports, and member decisions require an accountable person and evidence.
Data practices
No personal political data is open.
Public and synthetic only
The site displays the supplied KIIRAAY communiqué, public sources, governance configuration, and fictional territories. It receives no real name, contact, ID, membership, message, voice, role, or grant.
Access, correction, objection, and ending membership
Before real enrollment, KIIRAAY must publish the controller identity, rights channel, timelines, appeal, retention, and deletion handling across processors and backups.
No sensitive provider approved
Identity, email, WhatsApp, SMS, object storage, and AI will connect only after review of contracts, countries, subprocessors, support access, deletion, incidents, and exit.
A period tied to each purpose
Synthetic trials expire quickly. Final personal-data periods remain blocked until the field register, DPIA, and CDP matrix are approved.
Prohibited uses
Territorial strategy never becomes a person profile.
- Purchased contact lists or covert enrichment.
- Joining ANSD microdata to members or attempting reidentification.
- Inferring ethnicity, religion, health, opinion, vulnerability, or political loyalty.
- Facial recognition, voiceprints, speaker identification, emotion inference, or voice cloning.
- Using public contact lists, staff, budgets, vehicles, premises, or systems for KIIRAAY.
- Automatically publishing an AI-produced fact, result, message, or recommendation.

The legal register separates enacted law, decisions, guidance, drafts, and internal policy. Decision No. 6/C/2026 prevents the June 2026 constitutional revision from being treated as effective law.
Phase 0 approval permits local, synthetic, feature-flagged increments only. It authorizes no real collection and does not yet trigger the final Hostinger upload.
